Making Language Learning and Global Competencies Accessible and Equitable across the State of Indiana
The Indiana Language Roadmap Project is an initiative led by Indiana University’s Center for the Study of Global Change in the Hamilton Lugar School of Global and International Studies. Supported through the Language Flagship, an initiative funded by the Department of Defense through their National Security Education Program and administered by the Institute for International Education, this project aims to make high-quality world language instruction and training in global skills available, equitable, and affordable for all Indiana residents.
Reaching this goal will require the ongoing involvement and commitment of many stakeholders, which is why the project involves multiple partnerships and is driven by conversations that are occurring across state regions. These structured discussions involve business, education, healthcare, government, community services, and many other sectors that recognize the state’s critical need for language skills and global awareness across its citizenry and workforce. The involvement of these entities is required for the successful implementation of this Roadmap Plan and for the ultimate achievement of making high-quality world language instruction and global learning opportunities available across Indiana.
The Roadmap Project relies on ten regional committees that represent the Indiana Business Development Regions, as defined by the Indiana Economic Development Corporation. Ten Regional Leaders, representing different sectors, were selected to organize and lead these regional committees, which were intentionally designed to represent multiple perspectives and various interests in Indiana. These Regional Leaders and their committees are at the heart of this work, assuring that the unique needs of our diverse state are represented in the final Roadmap Plan. Over 100 individuals conversed regularly and their feedback, input, conversations, and insight has been crucial in the development of this Roadmap Plan.
This regional approach is critical for success and sustainability. It guarantees that the Plan resonates with the differing needs of our state and that all voices--from the orthopedic industry to agriculture, from Gary to Vincennes, from healthcare to the legal system, from universities to high school teachers--have contributed to this conversation. The Indiana Language Roadmap Advisory Board, comprised of state leaders also representing multiple sectors, has been remarkably generous with their time and guidance.
Similar to the way the development of the Roadmap Plan has been inclusive and deliberately designed to integrate multiple perspectives, the goal of the Roadmap Project itself is to strengthen world language learning and global education opportunities for all. The Roadmap Plan outlines ways to not only create more opportunities for high-quality world language learning and global education but also to assure that individuals of all ages, backgrounds, professions, and regions of Indiana have equitable access to this instruction and knowledge.
All regions of Indiana are internationally-connected, diverse, engaged with the world and are equally in need of 21st century workforce skills and global competencies, rural and urban areas alike. The regional approach to the Roadmap’s design and implementation intentionally recognizes the global character of all Indiana communities.
The Roadmap Plan will propose multiple opportunities for Indiana residents to acquire multilingual and global skills and will aim at eliminating barriers or discriminatory practices that may prevent equitable access. To comprehensively achieve both access and equity, the Plan’s four priority areas will leverage existing networks across the state and utilize innovative and inclusive technology, instructional resources, and cross-sector partnerships to broadly provide opportunities and equitable access to high-quality language learning and global skills.
The four key priority areas, and their respective goals and recommendations, emerged through a series of state conversations about short-term, mid-term, and long-term objectives, sector and regional needs, and discussions about utilizing and aligning existing resources. Indiana is fortunate to have many assets, committed advocates from across sectors, and policies, institutions, and organizations that will contribute to the successful and sustainable implementation of the Roadmap’s goals and recommendations.
